9508	Cover from Chile, blue 5 centavo postage [UPU single rate] postmarked Coquimbo AUG 87 to Watertown NY. Cover with large "T" due hand stamp, manuscript rated "25c [centime, 5¢]" due. "NEW YORK DUE 10 CENTS SEP 12 87" binocular hand stamp showing penalty doubling, paid by torn, faulty strip of 5 #J2 across the flap on back. This cover is pictured and discussed on p. 107 of The Use of U.S. Postage Due Stamps and Their Substitutes, 1879-2023 [Wawrukiewicz, Anthony S. & Selengut, Arnold H., American Philatelic Society, 2023]. It is a rare example (one of 4 known to its prior owner) of U.S. postage due charged and paid by the addressee for short pay of the optional surtax for additional distance. The book (pp. 104-107) discusses the optional surtax and its treatment by the U.S postal service. It specifically notes, "... a fair number of surtaxed covers can be found, many from Great Britain, and many from South America. However, ... examples of uses where the surtax was unpaid or short paid are exceedingly rare [emphasis added]." A wonderful early postage due usage.	~~$150~~ $135

Cover reverse bears a DEC 16 "CHICAGO REC'D" postmark, a boxed magenta "GEN. DEL. DEC 17 1885" hand stamp (Piszkiewicz type GD-1), and a "CHICAGO, ILL. FEB 1" postmark, probably for when forwarded to the DLO. Great cover markings and usage.	$45

8386	#J15, fine 1¢ red brown postage due, target and SAWENS, NY postmark tie to intact Sawens, NY printed publisher's corner advertising circular mail cover to Amesbury, MASS. (JAN 3 1895 receiving postmark). Circular rate 1¢ postage is paid by a #219 tied by a WEST BATAVIA, N.Y. dateless postmark. The Amesbury P.O. stamped the cover with separate purple "UNCLAIMED" and "Return to Writer" hand stamps. The #J15 pays return postage as specified by section 465, PL&R, 1979, regarding "Return of other than First-Class Card and Request Matter."	SOLD
8370	#J1, VF 1¢ brown postage due, sound, pencil canceled and "Due 1¢" noted on intact local mail cover postmarked MADISON, WIS. SEP 18. The sender apparently believed that because this was a local drop letter that the postage was 1¢ and applied a #206 (target killer). Since Madison had carrier service, the local rate was 2¢, not 1¢, and the postage due stamp was applied.	SOLD
