8500 #281, VF, sound, on VF small, unreduced Treasury Department, Office of the U.S. Commissioner of Immigration penalty cover, New York MAY 1898 to Munich, Germany, VF MUENCHEN B.U. 26 MAI 98 receiver on reverse.  Cover sent to Ludwig Amann, "Artist".  Amann was known as the "Great Impersonator", a famous quick change artist of the period.  Ex-Login. $75
8954 Treasury Dept, New York Collector of Internal Revenue penalty cover, NYC FEB 13, 1918 postmark, addressed locally, forwarded unpaid to Bern, Switzerland. Cover bears N.Y. circled "T" due marking, pencil "2" (double rate) and red crayon "80" with Swiss Alp Roses issue of 1910-11 30c and 50c postage dues tied by BERN receiving "15 III 18" postmark. Penalty covers bearing postage due are rare, here applied because correspondence is labeled "PERSONAL". Cover reduced at right with central vertical file fold.
